Reading up about this toy over at TF wiki they mentioned that in the US, this figure was under scrutiny due to a hold order from Philip Morris (the cigarette company). As the vehicle’s color pattern matched their iconic packaging design too closely.
The toy was eventually released only in Japan, while in the US, online store TFsource.com hired a 3rd party company to customize their stocks to make it look different, without informing the customers first. They later offered a full refund for those not happy with the modification.
Seeing as how Hasbro Asia cancelled theirs, we won’t be getting an exclusive collector’s coin with this figure.

Personally, I don’t know what to make of this figure, basically a homage to the Diaclone Wheeljack but redecoed as a Decepticon. He never appeared in the TV series or classic comics (only in the backgrounds in the IDW comics)
