Basically this Decepticon killed and injured more civilians than anyone else in the movie thanks to that highway chase scene.
Vehicle mode. A Buffalo H-Mine Protected vehicle. The armor on the real thing is so tough it can withstand RPG (Rocket Propelled Grenade) attacks. The arm is used for disposing bombs and other forms of oridinance.
